GUYANA’S OIL & GAS PROJECT LANDSCAPE
Major investors in the Stabroek Block
Procurement for Guyana’s offshore sector takes place within a network of operators, project contractors, FPSO teams and local suppliers. The Stabroek Block’s principal investment partners are:
- ExxonMobil — 45%: ExxonMobil Guyana Limited is the operator.
- Chevron / Hess — 30%: Chevron completed its acquisition of Hess on 18 July 2025. The block interest is held through Hess Guyana Exploration Ltd.
- CNOOC — 25%: CNOOC Petroleum Guyana Limited is the third co-venturer.
Project context includes Liza, Payara and Yellowtail, alongside the Uaru, Whiptail and Hammerhead developments. In its 28 September 2026 update, ExxonMobil described Uaru as expected to start by the end of 2026, Whiptail in 2027 and Hammerhead in 2029. These are operator targets, subject to change.
